Collier asks for more detail than any other local jurisdiction — engineered structural drawings, TDH calculations, and a pump curve.
Collier County pool building codes and submittal requirements cover Naples, Marco Island, and unincorporated Collier. Of the four local jurisdictions, Collier publishes the most detailed pool submittal list — which is genuinely useful, because you can check what your builder is filing.
Collier's permit type for pools is PRSPL, covering 1 and 2 family, multi-family, and commercial pools and spas. Note also that Collier migrated its website: the county now uses collier.gov, and the permit portal moved to cvportal.collier.gov.
The Site Plan Rules That Catch People Out
Collier wants a proposed site plan showing property lines, setbacks, easements, water bodies, and all existing and proposed structures, plus clearances to power lines.
The certification trigger. The site plan may need to be certified — signed and sealed by a licensed Florida professional surveyor and mapper, architect, or engineer — if new impervious area exceeds 400 square feet, and the document must be no older than six months. A pool with decking clears 400 square feet easily, so this applies to most projects. An old survey in a drawer will not do.
Septic clearance. If the property is on septic, the site plan must show the distance from the proposed structure to the septic system. Collier cites Rule 62-6.005(2), F.A.C., requiring at least 5 feet of separation. On smaller lots this can be the constraint that decides where the pool goes.
Canal width is also a named site plan item, reflecting how much of the Collier waterfront is canal-front.
What In-Ground Pools Must Include
For in-ground pools, Collier names the following construction plan items explicitly:
- Engineered structural detail
- Site specific dimensioned pool design plan
- Site specific TDH calculations — total dynamic head, the hydraulic calculation for the circulation system
- Pump make, model and horsepower, with the supporting manufacturer's pump curve
- Lighting selection — standard or LED, with or without niche
- Proposed deck material — wood, concrete, or sand-set pavers
- Residential Swimming Pool Safety Act form with the proposed method of barrier protection
The pump curve requirement is the one that separates thorough builders from casual ones. It ties the specified pump to the actual hydraulic demand of your pool rather than assuming a pump size — which is also why an appropriately specified variable-speed pump tends to come out of a Collier submittal properly matched.
For above-ground pools the list is shorter: the installation manual, the pump manufacturer with a GFCI receptacle, pool dimensions, and a safety barrier where required.
Extra Requirements on Some Lots
Collier lists additional submittals triggered by lot characteristics rather than by the pool itself.
Vegetation Removal Affidavit — required if the lot is one acre or greater. One acre of vegetation may be cleared after a single-family building permit is issued; clearing more requires a Vegetation Removal Permit.
Storm Water Plan — required on lots with 1 and 2 family dwellings, with exceptions including lots in the Rural Agricultural (A) zoning district outside the Immokalee Urban Area Overlay and outside the coastal urban designated area.
These are the kind of items that appear as a correction notice after submittal if nobody checked first. Ask your builder whether either applies to your lot at design stage.
